By Sebowa                                                                                                                                                Uganda's Parliament that  returned from recess on its third day, of its second session  the 9th Parliament,  moved the Anti-homosexuality bill from Number 8 to number 6 on the Order Papers (Agenda).  The Bill,  commonly known as The Kill the Gays Bill, which was at number 1 spot last year, was not passed last year as promised by Speaker Rebecca Kadaga, and is due for its second debate when heard in parliament.Our worry is that President Museveni does not have veto power over this Private members bill which was first introduced by PM David Bahati back in 2009. The Bill presently carries the death penalty in cases of so called "aggravated homosexuality." It also carries stiff prison sentences for gays and lesbians, for so called "promotion" of homosexuality and for failure to report a known homosexual within 24 hours.
